Wiseman is a historic village above the Arctic Circle with a permanent population of about 20. Wiseman lies only three miles from the Dalton Highway, but was not connected to the road until the 1990s. Nowadays two year-round bed-and-breakfast lodges are surprisingly found in Wiseman. In the 1930s, Arctic explorer Robert Marshall (who coined the name "Gates of the Arctic") wrote a book about the village in which he called the area "the happiest civilization of which I have knowledge.".
